3.6 Alternative Metric Schemes

Starting in June 2013, NISO created a working group to look at Alternative Assessment Metrics (Altmetrics) and created a working group to investigate how the usage of content residing outside of standard indexing and abstracting is both utilized and tracked. The first phase of this project is to identify areas of potential standardization and then prioritize these into projects to be undertaken. The second phase is to then promote and advance the standards and best practices for alternative metrics. Currently, there are a number of for-profit products and at least one not-for-profit entity developing tools for the collection of content distribution through social media and the open web. However, these products are all proprietary in one way or another and do lack commonality in both practice and display of the metrics. This group will help define set practices along with potential standards to be adopted by the research community as a whole.

Release 4 of the COUNTER Code of Conduct for e-resources was published in April 2012 and had to be instituted by publishers by December 2013 for them to claim to be COUNTER 4 compliant.  This release is important in regards to open access publisher because it contains a requirement for a new Journal Report 1 (JR1) that shows usage of Gold Open Access (GOA) full-text articles. The report, JR1 GOA will indicate the number of successful Gold Open Access Full-Text Articles Requests by month and journal and this report is listed as being part of the standard compliance of being COUNTER 4 compliant as opposed to being an optional report. Books and book series should not be included as part of this reporting and journal DOI is required for each journal listed on the report. There is XML Schema for the JR1 GOA report so that it can be harvested along with other SUSHI compliant reports.  This report will provide librarians with an invaluable tool of understanding and measuring the use of Gold OA articles within their respective institutions.
